On September 3, President Bola Tinubu will consider the proposed Executive National Policing Bill as the administration inch closer to operationalizing state police as a part of the broader move to decentralize policing order in the nation.
Stakeholders and members of the public are however being invited by the presidency to submit memorandums ahead of the September 3 scheduled review.

The legislative consideration of the bill would be part of the process in amending the existing constitution to reflect the constitutionalism of state police as well as their powers and responsibilities in relation to the nation’s security apparatus.

The President had transmitted the Constitution of the Federal Republic of Nigeria (Alteration) (State Police) Bill, 2026 to the National Assembly for due consideration, and the House has since passed the Executive Bill, even after retracting her own proposed constitutional amendment bill.
The constitutionality of having state police services has been one of the biggest debates in Nigeria’s constitutional reforms as supporters insist that it will fast-track solutions to insecurity, kidnapping and violent crimes whereas the opposition on the other hand is opposed, arguing that such forces would be politically weaponized.

Should the bill scale the processes, it would be one of the largest constitutional reforms in Nigeria’s policing since the transition back to civilian rule in Nigeria by enabling the nation’s first dual policing system to work along side the Nigeria Police Force, and with this a close attention is now being placed to the September 3 review hearing of the bill.
