The policy represents a major retreat from the city’s earlier attempt to manage AI through a more permissive “traffic light” framework.
From Experiment to Restriction
New York City introduced its first major AI guidance in March, allowing certain student uses while placing strict boundaries around high-risk applications such as grading, discipline, student placement and special-education decisions.
Parents and teachers pushed back, arguing that the framework left too much room for interpretation and did not adequately protect children from the risks associated with rapidly expanding AI technology. The latest policy answers that pressure with a much harder boundary.
What Students Can and Cannot Do
Under the new approach, students from kindergarten through eighth grade will not be permitted to use AI for school-related purposes, although specific exceptions will apply to approved educational technology and certain accessibility needs.
High school students will have limited access, particularly for AI literacy and career preparation, rather than unrestricted use of chatbots and other generative systems. AI companion chatbots designed to provide psychological support will also be prohibited.
That creates a deliberate distinction between learning about AI and outsourcing learning to AI.

It represents a wider rethink of how much technology belongs inside the classroom.
